The Youth Action Project – The Youths with a disability monitor Parliamentarian debates

Last week, on the 5th of July,2019, the Youths with Disabilities attended the parliamentarian sitting. They were monitoring parliamentarian debates to assess how often motions on disability issues are raised by parliamentarians during their sittings.

Cheshire Homes Society of Zambia (CHSZ) seeks the services of a legal expert who is well versed on disability issues in Zambia to conduct a study on policy frameworks analysis. Below is a brief outline of the terms of reference
ToR for study on analysis of National Policy frameworks and production of policy briefs
• Carry out an analysis of disability policy frameworks of Zambia
• Assess implementation gaps in the policy frameworks
• Inform the Youth Actions Project on cause of action
• Produce policy briefs as informed by analysis report on the following focus areas
1. Education
2. Health
3. Economic participation
4. Political participation
5. Access to Justice
Qualified, experienced and interested legal experts are kindly requested to submit the following documents;

• A technical and financial proposal including:
o The understanding of Terms of Reference (ToR)
o The time frames for :
a) production and submission of analysis report and

TERMS OF REFERENCE FOR STUDY ON NATIONAL POLICY FRAMEWORK TO MAINSTREAM DISABILITY RIGHTS IN ZAMBIA

  1. Introduction

 Cheshire Homes Society of Zambia (CHSZ) is a non-profit making disability service organisation. CHSZ is a member of the Leonard Cheshire Disability Global Alliance operating in 54 countries across the globe. CHSZ national Office is situated in the capital OF Zambia Lusaka. The organisation envisions a society in which every person with a disability can enjoy their rights and have the opportunity to fulfil their potential. Its mission is to enable people with disabilities (PwDs) to improve their quality of life and to campaign for the removal of the barriers which hinder them. CHSZ values and promotes a culture of disability inclusion, openness and self-sustenance through implementation of various projects throughout Zambia. One of the projects CHSZ implements is called Youth Actions on the Implementation and Monitoring of Disability Rights in Zambia and Zimbabwe.

  1. Background to the Project, Youth Actions on the Implementation and Monitoring of Disability Rights in Zambia and Zimbabwe

The project is a tripartite partnership action being implemented in two countries involving Leonard Cheshire Disability Zimbabwe (LCDZ) in partnership with Development Aid from People to People Zimbabwe (DAPP) and Cheshire Home Society of Zambia (CHSZ). The project seeks to address the gaps arising out of slow implementation of disability policies in Zambia and Zimbabwe which are manifesting through high poverty levels, illiteracy among others among persons with disabilities.

  1. Overall objective of the project

The overall objective of the project is to contribute towards the promotion, respect, protection and equal and full enjoyment of human rights and fundamental freedoms by all persons with disability in Zimbabwe and Zambia.

  1. Rationale for carrying out study

Given the above background, the implementation of the project requires an analysis of the national policy frameworks to find pathways to mainstream disability rights. It is from policy analysis, that the project will identify areas that needs focus and attention. We therefore, anticipate the analysis report to guide in the production of policy briefs on education, health, economic and political participation, and access to justice for persons with disabilities.

In light of this, Cheshire Homes Society of Zambia (CHSZ) therefore seeks the services of a legal expert who is well versed on disability issues in Zambia to conduct the study. Below is a brief outline of the terms of reference

  • Produce policy briefs as informed by analysis report on the following focus areas

 What are we expecting for the report and how big etc

At the end of the exercise, the consultant should be able to give a comprehensive report including identified gaps and the report should have not more than thirty five (35) pages.
