Project: Out of the Shadows for Good: Ending the Murder, Mutilation, and Exclusion of
Children and Adults with Albinism in Zambia
Implementing Partners: Cheshire Homes Society of Zambia (CHSZ), Africa Albinism Network
(AAN), Groups focused Consultations, Sisters of the Child Jesus, CARITAS Mpika and Cheshire
Chipata.

1. Background
The ‘Out of the Shadows for Good’ project is a three-year national intervention (2024–2027)
aimed at improving the quality of life, safety, and human rights of persons with albinism (PWA)
in Zambia, through access to health care, education, and protection. The project is
implemented in four provinces — Eastern, Luapula, Muchinga, and Northern — with CHSZ as
lead partner, in collaboration with AAN and local civil society partners.
A baseline study (January 2025) provided foundational data on education, health, security, and
policy gaps affecting persons with albinism. The study revealed persistent stigma, limited health
systems, weak institutional capacity, and inadequate policy focus. It recommended a Holistic
Systems Approach (HSA) built on three pillars: community coalitions, strengthening local
systems, and high-level advocacy.
The Goal of the project is; 80% of all people with albinism in 4 provinces in Zambia(Northern,
Eastern, Luapula and Muchinga) have improved quality of life through access to health care,
education and justice.
Outcomes of the project
a. The National Action Plan (NAP) has been developed, launched, and implemented,
ensuring access to legal protection, health, and education for people with albinism, with
an allocated budget.
b. 80% of trained OPDs of PWAs can meaningfully participate in their community.
c. All individuals with albinism in the four provinces have access to skin cancer screening,
treatment, and high-quality sunscreen provided by health services
d. 50% of all school-aged children with albinism have increased access to education

e. 50% of the already registered attacks on persons with albinism have been brought
further in the legal system and more attacks are being reported
2. Purpose of the Evaluation
The Mid-Term Evaluation (MTE) aims to assess progress since the baseline, evaluate
performance against the project’s intended outcomes, and guide adjustments for the remaining
implementation period. It will assess effectiveness, efficiency, relevance, sustainability, and
alignment with the baseline findings.

4. Scope of the Evaluation
The MTE will cover all four target provinces (Eastern, Luapula, Muchinga, Northern) and the
period from 1 June 2024 to 31 December 2025. It will assess education, health care, security
and justice, institutional capacity, and policy alignment.
5. Methodology
A mixed-methods approach will be applied to ensure comparability with the baseline. Data will
be collected through document reviews, surveys, focus group discussions, and key informant
interviews. Quantitative and qualitative data will be analyzed to track changes against baseline
indicators, including stigma indices, health access rates, and community awareness.

8. Management and Coordination
The evaluation will be managed by CHSZ in collaboration with AAN and Liliane Fonds. This team
together with the implementing partners will oversee quality assurance.

9. Required Qualifications of the Consultant
• Advanced degree in Social Sciences, Development Studies, Human Rights, or Public Health
• Proven experience in evaluating disability or human rights programs
• Familiarity with Zambia’s disability policy framework and inclusive development
• Strong analytical, writing, and facilitation skills
• Knowledge of mixed-method evaluation design and participatory approaches
10. Reporting and Dissemination
The consultant will report to the National Coordinator (CHSZ). Findings from Mid-Term
Evaluation Report will be disseminated through a national validation meeting, provincial
feedback sessions, and a summary policy brief for government and donor use.
11. Budget and Logistics
The budget will cover professional fees, travel, data collection. CHSZ will facilitate logistics and
stakeholder mobilization at provincial level and dissemination costs.
12. Ethical Considerations
The evaluation will adhere to ethical standards, ensuring informed consent, confidentiality,
child protection and safeguarding and do-no-harm principles, especially given the sensitivity
surrounding albinism-related stigma.
